The Impact of Local Government Tourism Financial Support Program on the Living Population in Depopulation Region - Evidence from the Half-Price Travel Program in Gangjin -

초록

This study examines the effects of a tourism financial incentive program implemented in a depopulation region, focusing on the “Half-Price Travel Program” in Gangjin-gun. Using the Synthetic Control Method(SCM), it estimates its impact on both the resident and staying populations. For the empirical analysis, proxy variables were constructed for each population group. Registered resident population proxied the resident population, while domestic, foreign, and overnight visitors proxied the staying population. Monthly data (2018–2025) were collected and analyzed, although foreign and overnight visitor data were used from January 2020 due to the data collection constraints. The results show that the program had a more significant effect on increasing non-resident inflows and accommodation demand than on expanding the registered resident population. This suggests that tourism fiscal support policies in depopulation regions are effective in enlarging the staying population, but their impact on long-term resident population growth remains limited.
