Exploring Multilevel Policy Directions for Supporting Physical Education for Children with Borderline Intellectual Functioning

초록

This study examined policy directions to support physical activity participation of children with Borderline Intellectual Functioning (BIF). Using Bronfenbrenner’s ecological systems theory, written consultations from 14 experts were analyzed through qualitative content analysis across five levels: individual, family, school/organization, community, and policy. The results revealed cognitive, motivational, and motor limitations at the individual level; parental perceptions and caregiving constraints at the family level; shortages of personnel, facilities, and collaboration at the school/organization level; lack of tailored programs and accessibility issues at the community level; and legal, financial, and governance gaps at the policy level. Based on these findings, the study highlights the need for tailored instruction, parental support, teacher training, community governance, and institutionalized multidisciplinary collaboration. These insights provide practical implications for repositioning physical education as a key policy resource for BIF children.
